It is interesting that the Manufactures Vehicle Certification door label can be printed in different colors by GM, Chrysler, Ford and others. Is there anything governing this?
The answer is yes.

Top to Bottom:
Chrysler, GM, AMC, Ford Certification Labels in shades of black, blue, white, and red.
The details can be found in the Code of Federal Regulations Title 49 covering Transportation (for more information about the CFR, see the blog entry Manufacturer's Motor Vehicle Certification Label).
49 CFR 567.4(f) concerning Certification states:
...
(f) The lettering on the label shall be of a color that contrasts with the background of the label.
...
And there you go. That is the only requirement. Thus each manufacturer is free to choose their colors to use in producing their label which explains the blue, white, black, and so on that we see on these labels.
